Background of the Study
Primary healthcare (PHC) serves as the foundation of healthcare systems worldwide, providing essential services such as immunization, maternal care, and disease prevention at the community level (World Health Organization [WHO], 2024). In Nigeria, PHC revitalization policies have been introduced to improve access to healthcare, particularly in rural areas where secondary and tertiary healthcare services are limited (Federal Ministry of Health, 2024).
Kogi State, located in central Nigeria, has long struggled with weak PHC systems due to poor funding, inadequate staffing, and dilapidated infrastructure (Adebayo & Yusuf, 2024). In response, the Nigerian government, in collaboration with international agencies, has introduced PHC revitalization programs aimed at improving service delivery, upgrading healthcare centers, and ensuring universal health coverage (Ibrahim & Bello, 2024). However, the effectiveness of these policies remains uncertain, with reports of continued service delivery challenges and gaps in healthcare accessibility (Bello & Yusuf, 2023).
This study evaluates the impact of primary healthcare revitalization policies in Kogi State, assessing their effectiveness in improving healthcare access, infrastructure, and health outcomes.
Statement of the Problem
Despite the introduction of PHC revitalization policies, many primary healthcare centers in Kogi State continue to experience inefficiencies such as a shortage of trained healthcare workers, lack of essential medicines, and poor service delivery (Ogunbanjo & Salami, 2024). Many rural communities still face challenges in accessing quality healthcare, and maternal and child health indicators remain suboptimal (Bello & Yusuf, 2023).
Furthermore, there is limited empirical evidence on whether these policies have significantly improved healthcare infrastructure, staffing, and service delivery in Kogi State. This study seeks to investigate the effectiveness of PHC revitalization policies and recommend measures to enhance healthcare delivery at the grassroots level.

Scope and Limitations of the Study
This study focuses on the impact of PHC revitalization policies in Kogi State. It examines healthcare access, service delivery, and challenges faced by healthcare workers and patients. Limitations include variations in healthcare facility conditions across different communities and potential constraints in obtaining government health policy reports.
